Custom SMS API + SMS Reselling

Climbo, Telnyx and Twillo all do not work in New Zealand.
Can we allow the integration of custom SMS API and stop SMS requests once a clients limit has been reached even if they are using a third party like Telnyx, Twillo or custom provider.
Have this setup in the agency not each client....
Also the option for SMS reselling. 300 SMS limit then pay per SMS after that at a set rate? GHL has this
